Italian priest patay matapos barilin sa kombento


COTABATO CITY - Patay ang isang Italyanong pari matapos barilin ng isang suspek sa loob mismo ng kombento kaninang alas-8:45 ng umaga sa Arakan, North Cotabato.
Ayon sa mga staff ng biktima, dead on arrival sa Arakan District Hospital si Father Fausto Tentorio, parish priest ng Arakan, North Cotabato.
Sinasabing binaril si Father Tentorio at tinamaan ito ng bala sa tagiliran at dibdib habang tinitignan ang kanyang sasakyan sa garahe nito sa loob ng kombento.
Batay sa inisyal na imbestigasyon, ginamit ng suspek ang kalibre .45 pistol sa pagbaril kay Father Tentorio at tumakas sakay ng isang motorsiklo.
Sa ngayon ay naglunsad na ng hot pursuit operations ang pulisya.

Mall re-opens


CEBU CITY, Philippines – One of the oldest malls in Cebu, located along historical Colon Street, re-opened its doors to the public, after the mall’s management embarked on a P20-million renovation. Colon Heritage Realty Corporation (CHRC) opened recently the Colonnade Shopping Mall, which is one of the landmarks along Colon Street, considered the oldest street in the country.
CHRC President Valeriano “Bobbit” Avila said the mall hopes to position itself as “everybody’s mall,” with occupancy rate now at 90 percent. The opening of the mall signals the revival of Colon’s attractiveness, with emphasis on putting on high-technology security facilities inside the mall, Avila said. (Malou M. Mozo)

CEBU PROVINCIAL CAPITOL — Cebu Province and the provinces of Bulacan and Pampanga have yet to establish sisterhood ties, but this did not prevent the Province of Cebu from extending P5 million each to the two provinces which were badly hit by two recent typhoons.
Vice Governor Agnes Magpale earlier received a text message from the representative of the Vice Governors’ League of the Philippines about the two provinces’ call for assistance following the devastation caused by typhoons “Pedring” and “Quiel.” Magpale waited for Gov. Gwendolyn Garcia to return from the United States before announcing the giving of assistance Friday. (Mars W. Mosqueda Jr.)
Public safety
CEBU CITY — With the expected increase in the number of people who will be using the various seaports, airport, and bus terminals here, the Cebu City government has instructed the local police to ensure the safety of the public.
Cebu City Mayor Michael Rama personally instructed Cebu City Police Office director Melvin Ramon Buenafe to ensure that robberies will not happen in seaports and various public utility vehicle terminals. Rama said criminals are expected to intensify their illegal activities in highly-urbanized cities like Cebu City because of the approaching holiday season, with many commuters may be traveling with huge amounts of money. Prices stable
ILOILO CITY (PNA) – Prices of basic commodities in Iloilo City remain stable despite the flooding in some barangays due to tropical depression "Ramon" on Wednesday.
Department of Trade and Industry (DTI)-Iloilo Senior Trade and Industry Development Specialist Luisa Garnica said they conducted a daily monitoring of prices on Oct. 11, 12, and 13 per advice of their regional and central offices to make sure that retailers would not take advantage of the tendency of consumers to do panic buying.
Green program
CEBU CITY (PNA) – Cebu City Mayor Michael Rama said he intends to spend the P2-million prize money from the Gawad Pamanang Lahi Awards for the city government’s “greening” program. Rama said he will use the money to buy seedlings and then tap Cebu City schools to use their vacant lots as gardens.
Under the Gawad Pamana criteria, Cebu City also excelled in local legislation, revenue generation, customer service health services, support to education, support to housing and basic utilities, peace and disaster risk management. But Rama said the city has to work on development planning and resource allocation to grab the national award next year. Cebu City scored 3.65 out of a perfect 5 for development planning and 3.92 out of 5 for resource allocation and utilization.

Construction booming in region: Neda

THE construction industry is booming, according to the Regional Economic Situationer.
Cebu City appears to affirm this with over 30 planned medium- and high-rise buildings set to be built between 2011 and 2015. But this also means officials have to face the challenges in traffic, parking and waste management that these new buildings will entail.
According to the situationer, prepared by the National Economic Development Authority (Neda) 7, construction and real estate activities in Central Visayas thrived in the first half of 2011.
The biggest among the construction projects is the P20- billion integrated development project of SM Prime Holdings in Cebu City.
Demand
All the condominium construction projects noted in the situationer are within Cebu City.
“The continued growth of the construction and real estate sectors was due to strong demand for business process outsourcing (BPO) and tourism-related facilities and services, growing demand for residential units particularly in the urban centers, and demand required by the MICE (meetings, incentives, conferences, exhibition) market,” the situationer read.
The online forum skyscrapercity.com has documented at least 34 medium and high-rise buildings to rise in Cebu by 2015. About 30 are in Cebu City.
The highest buildings projected are the Horizons 101 Towers 1 and 2 along Gen. Maxilom Ave. by Taft Properties. The first tower will have 55 floors and the second tower will have 46 floors.
The first tower is already under construction with building permit application number 436 at the Cebu City Office of the Building Official (OBO).
OBO has been bombarded with applications for building permits lately.
Monitoring
Medium-rise buildings are those with six to 10 floors while high-rise buildings are those above 11 floors, said OBO Chief Josefa Ylanan.
In the case of Cebu City, according to the website, five buildings are over 30 floors and these are Horizons’ two towers, 30-storey GT Tower in Fuente Osmeña, 33-storey Ultima Residences Tower 4 and the 30-storey Calyx Residences at the Cebu Business Park.
All five are already under construction but only Taft Properties has records for building permit in OBO, while developers of the three other buildings have none.
Ylanan, though, said that it is impossible that these buildings don’t have permits; it could be that the contractors or the owners, themselves, applied for the building permit and not the developers.
“Everybody can see construction of high-rise buildings. Definitely, the respective barangays will call their attention,” said Ylanan.
A barangay permit is the first requirement in order to construct a building and this means revenue for the said barangay. There are 16 buildings that have over 20 floors and less than 30.
Recharging
Most of the 30 medium and high-rise buildings are condominiums. A short walk through Cebu City’s urban center would show that medium-rise and high-rise condominiums are sprouting.
Cebu City Councilor Michael Ralota, an architect, deems it necessary to control the waste management of condominiums. He plans to pen an ordinance for condominiums to have separate waste management for solid and liquid wastes.
Solid wastes can be used as fertilizer while liquid waste can be used for recharging the aquifer, he said.
More residential buildings also entail heavier traffic. Cebu City Traffic Operations Management (Citom) Executive Director Rafael Yap said the short-term solution for heavier traffic caused by massive urbanization is the strict enforcement of the City’s zoning regulations.
Among the regulations are for residential buildings to follow the parking requirements and the regulation for sidewalks.
“The long-term solution is the mass transport system and the bus rapid transport (BRT) is very timely,” said Yap.
Control
While the 30 buildings are expected to be completed in 2015, the final phase for the BRT is also expected to be finished at that time. The estimate is that the BRT will be implemented at the end of 2013.
Ylanan also said that the City has the power to control growth and development, through the City Planning and Development Office (CPDO).
CPDO issues locational and development clearances, which are requirements after the barangay clearance and before the building permit.
The Cebu City Council even exercised its power by passing an ordinance amending the 1996 Zoning Ordinance of Cebu City so that development in the north zone will be controlled because of traffic considerations.
Drainage is another issue to be looked into, which is why there is more development in the uptown area rather than the downtown. Officials are concerned that the drainage system downtown won’t handle the strain of additional development.

Let stakeholders decide on flyovers, Palma says:


CEBU City residents should decide for themselves whether to support the flyover projects planned for the junctions e of General Maxilom and Gorordo Avenue, Cebu Archbishop Jose Palma said yesterday.
“Let the Cebu people choose and react about it, without thinking so much about  personal vested interest. It should be for the good of the community,” Palma told Cebu Daily News.
Palma had an hour-long closed door meeting with Rep. Rachel Marguerite “Cutie” del Mar of Cebu City’s north district along with her father Raul, the former congressman,  at the Archbishop’s Residence yesterday.
After the meeting, Palma said the church needs to hear both the proponents and the opponents of the flyover projects being implemented by the Dept. of Public Works and Highways.
The del Mars are proponents of the flyover projects which cost P300 million each.  Work was scheduled to start in November but the Gorordo Avenue flyover will likely be postponed to February next year due to last-minute changes in the design to avoid damaging the Asilo dela Milagrosa  property.
The Cebu Archdiocese will make an official statement about the issue.
Palma said he would still have to confer with dicoesan priests on the matter.
The Movement for a Liveable Cebu (MLC) composed of citizen stakeholders opposed to the flyovers earlier met with Palma last Oct. 4 to ask for guidance.
The prelate earlier admitted that he is personally against the flyovers but that he is not yet ready to  speak officially on behalf of the Archdiocese on the matter.
“But as I said I’m not a Cebuano, so I could not feel the possible difficulty it will entail,” Palma said.
Palma said del Mar told him that consultation was done and a master plan was already in effect which involved road widening.
She said this would entail longer planning and a bigger budget.
Palma said he reminded the flyover proponents to preserve the heritage value of  establishments to be affected during the construction.
“There should be respect for old architecture,” Palma said.
The lady legislator recently wrote to  Transportation and Communications Secretary Mar Roxas to request for an updated transportation  master plan for Cebu, which wuld cost P30 million.
She said if it would be approved, the DOTC would become the main proponent of the master plan.

CCCI awarded best chamber


THE Cebu Chamber of Commerce and Industry (CCCI) was awarded “Most Outstanding Chamber in the Philippines” this year by the Philippine Chamber of Commerce and Industry (PCCI).
The award was given during the 37th Philippine Business Conference and Exposition last Oct. 12 to 14 in Manila Hotel.
CCCI said the latest award is the chamber’s fifth, after it received the same honors in 2006, 2005, 1996 and 1995. CCCI was also named a “Hall of Fame” awardee last 2007.
“Being the largest business organization in Visayas and Mindanao, CCCI never rested on being resilient especially in this challenging era of business dynamism. Having been known to be an active ally of both public and private parties, CCCI remains steadfast in its advocacy in the promotion of a healthier business community within its area of responsibility and beyond,” CCCI said in a statement.
The recent three-day conference focused on public-private partnership, the core program of the Aquino administration, and how collaboration between government and private sector can create a more competitive business and investment climate.
CCCI said that 2011 has been a very vibrant year for the organization after winning two prestigious awards. CCCI also won the bid to host the Confederation of Asia Pacific Chamber of Commerce and Industry Conference in March 2013.
